Why wont my doctor induce me when he keeps saying the baby is big?

Hi. I think I'm paranoid now, because of my neighbor. I'm in a new state and pregnant with my 3rd child, so I have a different OB than my 1st 2 pregnancies. The doctor has been telling me for weeks that the baby is big. I am now 39 weeks pregnant and he still refuses to induce even though I have tons of pain (on my pelvis) when i walk. My neighbor apparently had her daughter delivered by this doctor and says to me, "Oh he tells everybody the baby is big so he can do a C-Section because he was sued for malpractice because a baby was born with cerebral palsy He told me that, I had a C-Section and my baby wasn't even big." NOW I'M TERRIFIED. I don't know what to do. He has been in practice 35 years, but I don't want a C-Section. I've never had one before. How should I approach this issue?
