Does fallout 3 platinum hits have all dlcs?

Does it because I've never played it before and am tying to figure out where Sally is for the zrta ship I don't have xbox live (live rurally) but most ppl said it did but some said only the GOTY did but then I have the Chinese dlc on there also if it does where do I find sally for the zeta ship mission?
