Are the taliban islamic extremists?

I am doing a project for a class and I picked the stance of more evil has been done in the name of religion. For one of my examples, I wanted to put down how the Taliban treat women, making them wear burqas and such. Do the Taliban do that to women because of extremely stretching the rules of the Koran or just to bully their citizens? Thanks so much!
