Why isn't the Federal Reserve in the list of questions for Presidential hopefuls?

Watching the Republican debates the other day it occurred to me that Ron Paul had to try to slip his criticism of the Federal Reserve in on questions that didn't have much to do with the Federal Reserve. And the debate moderator never asked him to clarify his meaning. They never ask seem to ask direct questions about candidates stance on the matter and do their best to ignore Paul's comments on it. Shouldn't the Federal Reserve be an important topic and worth discussing in election seasons?
