Is she considered as disable?

I doubt it. In the 32 years I worked for Social Security I never once processed a claim for Bell's Palsy which was approved. Only way for her to find out is to file and if she's going to file she should get a move on it. It's possible that taking into account her age, educational level and past work experience (or inexperience) that she could be approved.
