If a person has cerebral palsy, can they feel the affected part of their body?

I know this guy who has cerebral palsy, and he pretty much can't control his right hand. I don't want to ask him this to his face, because I don't feel comfortable asking people about those sorts of things, but if something were to touch that hand, or if it were to be injured in any way, would he feel it?
